I would advise caution as it doesn't matter if it is surface or not, if the potatoes are green anywhere then they should not be eaten and instead be saved for replanting or otherwise discarded. Potatoes contain glycoalkaloids (Solanine is the main one that I remember) mostly in stems, leaves and fruit but if you expose the tubers to light they start to produce glycoalkaloids which are not the green you notice, it is actually chlorophyll the green pigment in plants which is used as an indicator of light exposure but is not always reliable as some potatoes can produce glycoalkaloids but not noticeable levels of chlorophyll when exposed to light. The following reasons are why potatoes always used to be stored in bags that shielded from light and also why green grocers would cover potato bins with a burlap sack such as the ones the potatoes came in.

Here down under I often see uncovered green potatoes for sale in super markets and shake my head.

looks like it will be just myself visiting everyone, left for a couple hours once back found the wife has fried and eaten our little spuds....
