I used something similar about 10 or so years ago, I used it on shrubs and vines, worked pretty good as I remember. One could make their own with a little ingenuity, a used Styrofoam coffee cup/with lid, cut in half lengthwise and held together with a twist tie, not as elegant looking but will do the job.

for air layering, plastic wrap. for stick in the ground cuttings, covered with half a 2 liter bottle in the shade under a tree so they got a little sun only in the morning. moved once they started showing signs of growing/budding out.

for mums, just chopped the plant into chunks and stuck them into some old potting mix. used a little rooting compound powder on the end but i don't think that would have made any difference as every single one of them survived.
