I was told you don't want to plant anything that requires a lot of watering. You don't want to add extra water to your drain field. Our drain field is between our big garden and our house so we put our raised beds on top of it. The main purpose was to keep people from driving over our drain...
If you don't want to use pesticide and you haven't planted yet you can pour boiling water on the beds. That will get rid of them for now. Let me know if DE works to prevent them, I fight them all year long.

Raised beds are great for beginners because you can start with good soil right off the bat instead of building it up over the course of a couple years. The best advice I can give you is start small. A lot of beginners get excited and plant a huge garden, then get discouraged when things don't...
I'm a couple hours south of you and I usually wait until my son's birthday on April 12th. The guy at our local garden center always tells people to wait until tax day. Last year we got a couple inches of snow in the middle of March, so I'd wait just a couple more weeks.

My bulbs are 75 watt equivalent bulbs. I couldn't find anything higher, so I wrapped two sides of my shelf with tin foil, the third side is open to an east facing window (the only window I have available), and the forth side is open. My plants seem to be doing great and not too leggy.

I planted mine about 3 weeks ago then we got several inches of rain and drowned them all. I have yet to get peas to grow here in the south, but each year I try.
