Depends on how impatient you are. If it was me and I had lots of patience, I would just start sheet composting there, and/or plant a cover crop that could be tilled under in the fall, so that the bed would be wonderfully loose and fertile for next spring. Otherwise, maybe truck in some loam...
I think I am about borderline of those two zones too. Nope, I can barely keep rosemary alive in the winter. Thyme, sage, mints, stuff like that will overwinter. Basil, cilantro, dill, etc will not grow in the cold. Basil is very well behaved in my experience. Cilantro will reseed itself...
Depends on how you plan to use it. In Latin cooking, its used fresh. I would pick it when it resembles Italian flat leaf parsley. If it goes to seed, its prob too late. But let it go to seed and then you won't have to plant it for a few years. I think the flower might also attract beneficial...
I cut the bottoms out of 5 gallon joint compound cans, sink 'em in the ground with about 2 or 3 inches sticking up, and plant my mints in those. I have had one for six years with no problems. Every few years you have to refresh the soil and I pull up all the mint, throw away the dead stuff...

I have grown hollyhocks from seed. The first time, I intentionally planted them. After that, they just came up by themselves. The first were 5 years ago, maybe. I am still getting a couple of plants. Yours are beautiful. Maybe the double ones don't have viable seed? Just a thought. Mine...
Oh, and I took my DD to precollege today in Baltimore and there were climbing hydrangeas growing up the sides of the dorm. They weren't blooming yet, but the vines looked beautiful. Anybody have experience with these?
I think mulch would work great! Just make sure the area is as weed free as you can get it before you put down the mulch. KayRI has that problem with the bindweed, so it might not work in a situation like that. Any little fragment of bindweed root left in the ground will eventually come up...
