Mint and Rosemary

I'm attempting two herbs this year. Mint and Rosemary, mint being for tea, and rosemary for other dishes. I bought seeds and I was wondering what is the best way to start these seeds? I could sprout them in a plastic bag and then plant them in soil, or would it be best to just plant them in soil. I tried planting rosemary last year in soil but nothing popped up.

I would start the rosemary in the house in pots under lights. You stand a chance of having it overwinter for you, I've seen rosemary outdoors in zone 7 - lucky you! As for mint I have never started seeds before, I've always planted sprouts from roots to grow it.

My friend has a rosemary plant in his apartment that sits on a windowsill. He keeps the window open. Well, its open whenever I go over there and this rosemary is quite tall.

I don't have any grow lights. Would sunlight from a window work?
