Are they advocating neutering teenage boys for birth control reasons since you mention that is a "he"? Or maybe threatening teenage girls they'll do that to their boyfriends if they are not careful? I'm having real problems coming up with an advertising connection with that pup and birth control. Or are they talking about pet birth control. like spay and neuter?

Long way between a newborn human and a canine.

We are puppy-sitting Garbanzo the Dog the last few days. DD moved and 7# Garbanzo is having a hard time adjusting to a new home.

Here, she quietly spends the night locked in her cage. In her new home, she prowls and protests. Of course, you can't lock a newborn human in a cage ...
