Putting up a fence -- just a fence -- in the city requires a set back and the better side must face the neighbors. In the country, line fences are a different animal entirely. A line fence, by definition, is on the property line. They are usually just t-posts and wire -- nothing fancy.
I'm not sure that a fancy fence wouldn't need a set back even out here in the country.
