these are some Roma tomatoes and out of 20 seeds only 4 sprouted, and now this any suggestions

Same theory as Ron mosty... just more likely this verson from Hatties site she posted. (I used this site with Purple Strawberry too... we're both having a LOT of diseased tomatoes.)

Right now, due to all these heavy rains we're having LOTS of problems with tomatoes in the south. I've notices a lot of people getting diseases. The first thing I can say is: Mulching around your plants makes a world of difference not only with weeds, but from protecting your crops of diseases. So try to mulch before you treat!

However... I am gathering you see no issues at the base of the tomato plant and/or on the stem?! I would like to see more photos of the stem of the base actually.

Some diseases will stunt growth on new growth like you are seeing now, but other issues will be visible. Such as many of my tomatoes have this stunted growth issue... but I contracted Blight which damaged the stems, therefore damaged old growth, and stunted the new. I have it under control so far. So if you see anything else visible, post it!
