I've seen a few of these being grown locally. It appears to be a shrub, the leaves & flowers suggest that it is a legume. Any guesses?

It's definitely a Senna. WHICH Senna, I'm less certain of. There are too many leaflets for S. acutifolia (the medically used Senna, and the one I'm most familiar with). Ditto S. occidentalis and S. tora. Herbacea, IS a possibility (and as the only Senna native to the US as far as I know, the one I'd go to if you said this was growing wildly.)

Incidentally, you might want to refrain from touching it too much. There's nothing dangerous about doing that (it's not like you'll get the laxative effect from that much) but Senna smells pretty bad when bruised.

We planted one like that in our front yard when we lived in Florida and the nursery worker called it popcorn cassia plant.

If you rub the leaves they smell like popcorn. Ours grew huge! We kept pruning it.
Cassia and Senna used to be one genus, so that name could still be valid

Somewhat coincidentally. a similar plant on my back patio just started flowering. Mine turned out to be Sesbania sesban, Egyptian river hemp. (that seems to be the only one with the black speckles on the outside of the flowers.)
