I lived in bellingham at the top of a little hill.. but if you went to the end of the street you could see the water so I would say we were at around 250 feet above sea level.. now I live in Pensacola fl.. its ok.. not as pretty was back home but definitly warmer. I would love to move...
only on the east side of the mountain.. puget sound is more or less part of bellingham..
mount rainier and mount baker connected by two hours drive have a great effect on the climate.. it is opposite of desert because all the clouds dump their water to rise over the mountains to the west...

they are also not growing very fast.. are you supost to put compost around the stems?

third question the bed is 4 inches up off the ground but the dirt below has a bit of amendments too..
oh and the soil is very sandy all around so it drains really well.
now at our county extention office they mentioned that you wanted a high nitrogen at the begining of the season rather than when producing (lets just pic tomato) fruit because the higher nitrogen encourages green growth. is this correct?
with that the case then a watering can would be best...

But for your question.. I dont know.. I gathered that the plants would just brown and die off? That is how you know that the potatos are done growing..
I bet that they will eventually stop growing and then flower..
