I prefer the T-5 lights and feel that seedlings under the T-8 lights get too leggy.

Always on the cheap side, I have used regular shop lights for years. I change out half the bulbs every year, dating them with a sharpie when I put them in. I have them on chains that are adjustable in height from touching the table, to 3' above the table.
Along with a fan blowing on the seedlings, I have had pretty good luck starting annual flowers and veggies with these (probably) inadequate lights.
If I were going to try to grow things year round under lights, I would look for something more complete.
