Confused here.... ph good fertility bad?

Snow melted and I had a chance to check out the ph and fertility level in my raised beds. I used a battery meter, fresh batteries.

Well, the ph is good but for fertility; lets say it did not move, lol
I am confused if I add ferterlizer would it not change the ph one way or another?

What fertilzer would be good for Tomatoes and Green Peppers. I will have other stuff but the two mentioned are my MAIN veggies.
I am afraid I will change the ph level.

If this was mention before sorry for repeat post and just direct me to the right way.

Adding fertilizer will not neccesarily change your Ph but without a soil test there is really no way to know what kind of fertilizer you need to add. You don't know if you need N, P or K or all 3. Also if you are using a little meter with prongs on the bottom the chances of it being correct are not good. I know...I have one and I checked it with a REAL test.
