Dracaena Draco seedlings... what now?

Has anyone ever grown a Dracaena Draco from seed before? This little guy sprouted up faster than the others in the next tray over. I had put him by himself with some caper seeds in the other cells. He surprised me by sprouting so fast and now I'm wondering at what point I should transplant him? The seeds didn't really come with directions other than that they should have bottom heat (I've got them on a germinating heat mat) and they can take a REALLY long time to germinate. I also have them under grow lights. Thank you in advance for any thoughts or opinions on this... Oh, and I do have a greenhouse so I could put him in there as a possibility...
