The 2 year old tree may be too young to bear fruit.

Did the trees bear fruit last year? Was it a heavy crop? If so, then they could just be recovering still from last year and are building up energy for next year.

Is it a lot of new growth and no buds at all? When the new growth start appearing?

What zone are you in, btw?

Sorry for all the questions, it just helps understand the situation better.

I would try fertilizing with a well balance and Citrus recommended fertilizer.

Deep watering and full sun always work well for Citrus, which is So Cal, not a problem, right? The drip system might not be regulated right, maybe?

Tutter, you grow Citrus, any recommendations?

I use Dr. Earth Blended Fertilizers but there might be something better out there.

Also, were these store bought trees? What was the source?

Good luck.
