Pin head sized black beatles with spots on my flowers?!?

On all my vegetable flowers and marigolds and such there are these little pin head sized black Beatles with white spotting on them and they can fly. Does anyone have any idea what they could be? Or if they cause long term harm? They're mainly on my cilantro flowers and marigolds and tomato/zucchini flowers. But they are covering them and I'm starting to worry!

Any advice will greatly help, I have no idea where to even start with identifying.

Sounds like flea beetles, at least that's what we call them down here. Nasty little devils, eat pinholes through all leaves, love veggies.

The first thought in my mind was flea beetles but I've never seen any with black spots. Flea beetles can probably fly (most beetles can) but their usual method is by hopping like a flea.
Sorry I can't say for sure what they are but I don't think they're flea beetles. You could send a sample to your ag agent and find out. In any case DE should work on anything that small. If it doesn't try neem or as a final resort Spinosad. I say final resort because Spinosad can be hard on bees.
