Should tarragon be a perennial?

Mine just barely made it through the Winter and what's still there is looking so ragged I don't know whether to replant or show some patience.
 
It should be a perennial, Rainey.

However, I didn't move my plants to protection and they died in a winter considerably further north than your tarragon. Only later, did I discover the pleasant flavor of tarragon in vinegar ...

But! It's supposed to be hardy in zone 5. (I think that was a minus 15 winter.)

I'm in Zone 9.

I'll give it a week or 2 and then buy another one.
