Do they go under or on top of mulch?

Either. If you permanently set one up, under the mulch is probably better. Mine tend to develop pinhole leaks and spray a bit. The mulch will keep that from spreading out.

If you move the hose to different spots, I would not disturb the mulch. It's just more work you don't have to do.
