Tulip Bulb Harvest

Help!

I just purchased tulip bulbs from our township and the leaves and dead flowers are still attached. How do I properly care for the bulbs? Should I remove the foliage, or wait until it yellows? Should I keep the plants in the sun to dry-out until the leaves yellow, or should I keep them in a cool, dry place? Finally, what is the best way to store the bulbs until the fall when I plant them?

I usually store my bulbs in a paperbag with peat moss and keep it in a cool dark place.
I am not sure about the leaves on yours, I am assuming that you would cut all the dead stuff away and save the bulbs alone.
Hopefully someone else here will have more info for you.
