I have a redneck salad spinner. It's a clean dish towel attached to the end of my arm. Pile the lettuce on the towel, grab the ends, like a baby in a stork sling, step outside and whirl away. Just make sure you have a good grip on the towel ends or you'll be washin' lettuce twice!

I don't know about other places, but most places I've ever lived (in US and Canada) it is not at all difficult to find a salad spinner at thrift stores or garage sales, for $2 or less as compared to a LOT more brand-new. Highly recommend the thrift store or garage sale approach :)
