This was supposed to be a Bell Pepper but it's something else any ideas on what it is??

A really small (as-yet-underdeveloped, or constitutively small) bell pepper? :p

If you look at it closely you'll notice that they grow...up, rather then down, and they are like "drop" shaped....some start out red and some start out green.

The leafs look like pepper plant leafs

definately a pepper, maybe some type of hot pepper. I just found out one of my yellow pear tomato plants is actually a red cherry.

Bell peppers start growing upwards or sidewards, they only droop downwards when the pepper starts gettin' big.

NO pepper ever starts out red - if you have some tiny red ones, you just did not happen to notice them when they were still green, honest.

There *are* a few hot peppers that look roughly like what your picture shows, but to be quite honest what it looks exactly like to me is the very early developmental stage of a pepper that is perhaps also not developing real well and thus stays stunted.

Have you tasted them to see if they are hot or sweet?

It's not just one of the "peppers" on the plant that is growing upward, they all are...none of my other bell pepper plants are going that. And the peppers are much more "round" then the bell peppers.

Those look like my hot cherry peppers.
Edited to add most of mine are still green with the exception of one, it just ripened to a red and it took a few weeks to ripen.
