Is that individual flower stalks or a shrub that is branched out at the base? Any smell? Annual or perennial? How big is the bloom?

branches at base. Didn't notice any smell.
I don't know if it annual but looks to be a perennial was growing in this big pot and looked like had been there a while.
It's not mine. Saw it when I was at a garage sale and snapped the pic.

Sorry this took so long :hide This was definitely identified 5 hours ago, I just got around to looking to see if anyone knew what it was. This flower has been definitely identified as "Saponaria officinalis 'Flore Pleno' " .
