You mention the top is wire mesh, that is a good thing.

I did not realize those were incandescent bulbs though. You are just not going to get NEARLY enough light that way -- at least not without frying the plants, as you say.

Rather than going to compact fluorescents (your 'swirly bulbs'), just go buy a cheap shoplight and two straight old-fashioned fluorescents, k? It will be cheaper than trying to buy ENOUGH compact fluorescents to ADEQUATELY light things.

Rig that up and you should be good to go.

yes I agree with pat 100%. I had forgotten to follow up with my question about the bulbs. get a shop light and put it about 2-3 inches from the plants. Put it on a timer if you can of 18-20hrs on and 4-6 off. make sure when you first put the plants outside (not in the ground) you start them off in the shade and acclimate them to real sunlight over a few days or you will shock and burn them.

last fall i took cuttings from a tomato plant rooted it took cuttings from it now have little plants that are flowering now
