I've done the search, but I want to make sure I understand...

If I just wrap cardboard-ish material arounf the stems of my seedlings and make sure this tube extends down into the soil a few inches, I will have made a paper collar?:/

Yup! Some people use toilet paper rolls, for small seedlings...Used against cutworm and to make a windbreak.

The nice thing about toilet paper rolls is that the soft pulp they are made of breaks down into humus in no time. You don't have to disturb the seedlings by removing them, they just rot away when no longer needed.
