I think everyone has agreed it's your lighting. I used to do the same thing. Go to your search engine of choice and type in "how to grow tomatoes from seed". You'll get a tons of sites I read several and copied some for my brother but he killed his again this year.
What I do now is I have a greenhouse on wheels. I picked it up at walmart last year for $40.00. I has wire shelves, I attached some cheap floruescent lights to the shelves and place the seedling up about 2 inches from the lights. I lower them as they grow. Your have to work at what goes better with your set up.
