In suburbia I've seen raccoons use storm drains and storm sewers as safe highways to get from bedding/breeding grounds to good feeding grounds. When I was still working I'd leave the house before daybreak. I don't know how many raccoons I saw dive into storm drains as traffic picked up. Seeing a dead one was pretty rare though, usually they are pretty quick to dive for cover.

They use the storm drains here too. We don't have any on my street. They don't drive for cover raccoons fear very little here.
