That is a mountain ash and those are its berries. The last couple of years the birds ate them before they flew south but not so this year. Maybe they are saving them to get drunk later. (I've not seen drunk birds but have heard that they can get drunk from berries that have fermented.)Warthog said:

Here in San Diego we get birds drunk on pyracantha berries every Spring. I think some berries have psychedelic properties that affect birds and no humans.

I remember my mountain ash tree in Oregon getting loaded down with berries, until the Cedar Waxwings flew in and gorged themselves.
