Its a weed popper made by fiskar. I have 3 of them and they work great. I collect antique garden equipment and I have several antique weed poppers and they don't work but this new version is a time saver. I use it to pop dandelions and thistle and it even works on grass.

We bought my mom a device like that one year while we were visiting. It wasn't Fiskars, and it didn't work. At first I just thought mom didn't have the strength to operate it, but none of us could get the thing to pull a weed.
Good to know that there's one on the market that actually works.

I have had 3 back surgeries and I love it. Hard to find in the stores. You almost have to order them online.

I have a Weed Hound made by Hound Dog Products. It works well enough for me unless the dandelions are growing in close-knit families.
