Weird White Stuff?

Ok, so, on my mom’s gardenia tree we have this white stuff. It’s really annoying. We’ve used Neem Oil on it but they came right back. Can someone help me?

looks like scale to me, but i'd need a closer up pic to know for sure. if it is scale that is a very tough creature to control.

i still have it down as a maybe for scale, but some of these pictures look pretty close to that. can you see the bugs/etc yourself or is your vision poor?
