What is attacking this Mandarin (citrus) tree?

So, this Mandarin orange tree (all 4' of it) has been attacked some time ago and is still being attacked.. I'm thinking it's some sort of bug of some sort? The tree recently sent out some nice new growth (about 1.5' of it) and nothing was on those leaves until this past week when I started noticing some of those fresh leaves being curled a bit.. See images below..

The first & second photos show some of the older growth -- all curled up and an odd shade of dark green mostly. The tree has been like this for more than a year.. Anyone have any ideas?

Here's a close-up of some of the new growth being curled a bit.. This is the bottom-side up

Whatever it is, it's really sapping the growth right out of this tree -- it's really done nothing growing wise for the past year -- at least until the past month or so..
