It looks like a cord tightener. Like on a sleeping bag, or a duffle, etc.
The cords pass through the opening and when the top is released snugs it down so it doesn't slide.

My thoughts too but I don't know for what. I don't know how strong that spring is but the teeth on the place it grips implies maybe some strength but it just doesn't look that strong.

It looks like the bottom is a non-slip surface. (The black area) Or is that the top, where you press down?
My first thought was to ask your wife. Not being sexist, at least on purpose, but if it's in the kitchen, I would be more likely to know what it is for, than my DH.
