Can you be arrested for saving seeds?

I see a lot of "should bes" in there but there's a lack of enough,"shall bes". Left on their own bureacrats will keep widening the provisions till we're all covered. It's just the nature of bureacracies to reach for more power unless restrained.

Of course it does. This is the European Union, not Stalins Soviet Union. Its a group of sovereign countries that have agreed to work together on some things. A committee made up of representatives of those countries has come up with a proposal they think will help the countries in that Union. They produced a document that tells what they think will work and why they want to do it. Then they make recommendations of what they think should be included and what to watch out for. Its an attempt to get everybody on the same page.

Each sovereign nation that is a member of the Union then has to decide if they will write this into the laws of their country. No two countries will have the exact same law, but if they come close enough then their reproductive plant suppliers can trade across country borders without a lot of additional red tape. Some countries may blow this off entirely. If you read the document, they expect each country to have some differences. Pay attention to the part about niche markets, for example.
