hello and welcome to TEG from mid-Michgian. :)
Good morning, I’m curious about two Japanese Snowball trees I planted in my garden in October . One was inundated with rain water over the winter months, not more then two days sitting in water before it drained clear, and the second is planted on hill. Neither tree have buds on them. Every bush, schrub, and tree in my garden has buds, but not these two trees. My roses, azaleas, hydrangeas, holly trees, magnolia, and blueberries are showing signs of life. But not these two trees. However, the branches are malleable. I’m able to bend the branches without them breaking. I’m wondering if they’ve died.

Welcome from Missouri! Is the Japanese snowball tree a variety of hydrangea? I do know that hydrangea blooms on last year's wood, so if the tree was pruned back before you got it, there may not be any blooms this year. If the limbs are still bendable, I doubt that it's dead. Maybe just slow to come around after transplanting.

I'm not familiar with that tree but my main suggestion is patience. It's still early in the year and some are just slow. Give them time. With both being slow it's likely something to do with the type of tree. They were planted in different conditions.

Do you know if it is grafted? Even if it dies there is a fair chance it could come back from the roots. If it is a grafted tree that would not be good, what comes back is the rootstock, not what you want. But if it is not grafted what comes back would be what you planted. I think you'll be OK anyway since both are acting the same, but whether it is grafted or not might be a good thing to know. The nursery where you got it should know.
