You could try BT. You will need to inject the plant along the vine to kill the boerer. The bad part is that the SVB lays its eggs in the soil almost ensuring that next year you will the same issue. I didn't check your zone but maybe you can hope for a long hard freeze. I can't. I gave up on...

Another thing I learn which I guess I should have known but didn't was that brocoli greens are edidable. I and a few plants last spring which failed to produce a head. So when the heat arrived I just pulled them and comoposted them. Now I know what I will do if that happens again.
