They came back, after having been mowed down, and I dug them up and transplanted 4 sections of them, and they seem to be doing well in their new locations.

It WAS lack of water. I poured 4 gallons on it, and it looks so much better. So weird that two trees growing right together like that could act so differently, getting the same amount of water. One is thriving, the other was nearly dead from thirst. Bizarre! Glad it perked up, though.
