The frost free hydrants are meant to be buried below the frost line.

Yes works great as long as hose not attached. No matter how much they priced, they leak after couple of years

How far below ground level did you put the shut offs ?????

How deep they need to go will come from your building rules. Whoever issues building permits should be able to tell you how deep your water lines need to be buried to prevent freezing and all that.
