Are these ripe?

It's more finding hots I can grow. Even with a greenhouse my peppers are often stunted. I think the problem may have been top watering vs. bottom watering though, as since we've started that all the peppers have grown significantly and started producing this year.
I am Still learning how to grow ANY peppers. I started mine from seed this year one month Late.
I kept them growing, 16 in 4 inch pots in a fish tank with a heat mat and grow lights. (see below)
At one point they were happily sitting in 3 inches of water.
Even when I up potted them to quart yogurt containers withOUT holes in the bottom, outside in the window wells, when they were puddled by rain, they didn't seem to mind it at all, so Yeah, bottom watering works.
