Are mini teas? Teas survive winter with no problem, it is summer thats a problem with disease

Tea is a type of rose ,very pretty but very high maintenance. Where I am teas need to be sprayed like every 2 weeks or they get black spot. My favorite rose is rusga, no spray and great smell but only flower for short time in spring
